"Cultivation of cannabis for non-commercial purposes, including cultivation by a qualified patient or a primary caregiver, is expressly prohibited in all zones and all specific plan areas in the city. No person, including a qualified patient or primary caregiver, shall cultivate any amount of cannabis in the city, even for medical purposes."

As of December 6, 2017, in accordance with what is expressly permitted under state law, this prohibition will not be enforced for up to six cannabis plants grown within a single private legally occupied residence pursuant to a permit issued by the City of Madera.

Planning Application Forms & Checklist

Submitting an application to the City? Use the following links to download the required forms, which can be printed out on your home or office printer.

All applications require the completion of an application form. Many applications also require submittal of an operational statement. On occasion, staff requires that an environmental checklist be provided as a component of a complete application. Before you submit an application, you may wish to contact the Planning Division to ensure that you have all of the required elements, and that you have computed fees correctly.
