Vendor Registration
On December 21, 2022, the City Council of the City of Madera adopted the California Uniform Construction Cost Accounting Act (CUPCCAA) and invites all interested licensed contractors to submit their company for inclusion on the City’s Informal Construction Bid List for each respective calendar year. The California Uniform Public Construction Cost Accounting Act (CUPCCAA) is under the umbrella of the California Uniform Public Construction Cost Accounting Commission and provides for alternative bidding procedures pursuant to public contract code (PCC) 22000 through 22045 when an agency performs public work projects by contract:
- Public work projects of $60,000 or less may be performed by negotiated contract or purchase order (PCC22032(a))
- Public work projects of $200,000 or less may be let to contract by the informal procedures set forth in the act (PCC22032(b))
- Public work projects of more than $200,000 shall be let to contract by formal bidding procedures (PCC22032(c))
NOTE: Companies must submit an application each calendar year for inclusion on each respective calendar year’s list. Registering for the Construction Informal Bid List does not register you for all other City bid opportunities.

Per PCC22032, any public work projects that is estimated to be at or below $200,000 is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All trade categories are subject to Informal Bidding Procedures. Contractors that are interested in being on the City’s Construction Informal Bidding List are required to have a current license and are subject to verification through the Contractors State License Board.
Contractors must also possess a valid City business license, as well as be able to secure bonds and necessary insurance to perform the work. Contractors must comply with all City, State, and Federal requirements if selected to perform work.
Additionally, pursuant to Senate Bill 854, no contractor or subcontractor may be listed on a bid or awarded a contractor for a public works project unless registered with the Department of Industrial Relations (DIR) per California Labor Code section 1725.5.
During February of each year the City of Madera will mail a written notice to all construction trade journals designated for the city under Public Contract Code Section 22036, inviting all licensed contractors to register on the city's Bidders List for Notification of Informal Bids for the following calendar year. The city will create a new contractor's bidders list starting February 8th of each year. To be included on the city's informal bidders list, contractors are encouraged to register their business using the Annual Invitation for CUPCCA Construction Bid List form by clicking here.
