Permanent Local Housing Allocation (PLHA) Program
The California Department of Housing and Community Development (HCD) announced the release of the 2022 Permanent Local Housing allocation (PLHA) Program Notice of Funding Availability (NOFA) on August 17, 2022. Funding for this NOFA is provided pursuant to Senate Bill 2 (SB 2) Chapter 364, Statutes of 2017. SB 2 established the Building Homes and Jobs Trust Fund (Fund) that authorizes HCD to allocate 70 percent of moneys collected and deposited into the Fund. Beginning in calendar year 2019, to Local governments for eligible housing and homeless activities.
On November 16, 2022 the City obtained Council approval to submit a 2022 PLHA application. The PLHA application includes a five-year allocation plan (2019-2023). The submitted application proposed utilizing PLHA funding for two core purposes: 1) services to homeless individuals and those at risk of homelessness, and 2) the developments and/or rehabilitation of affordable rental housing. On November 28, 2022 the 2022 PLHA application was submitted.
On February 15, 2023 the City was notified of its 2022 Permanent Local Housing Allocation award in the amount of $1,801,097 for fiscal years 2019, 2020, and 2021. The PLHA five-year Plan is based on the 2019 – 2023 allocation period.
